Good afternoon and welcome to a Friday and Halloween Weekend! So what was the best costume you ever presented to the world? How about your favorite Halloween movie? Staff picks include Trick ‘r Treat, Hocus Pocus, Young Frankenstein, Donnie Darko, the Shining, Insidious, The Exorcist and the Evil Dead (and a slight nod to Harry Potter).

As we all know, one of Pacific Seafood’s buildings (refrigeration and freezer space) caught fire and was destroyed on Sunday. Hats off to all of the emergency crews that responded. No injuries were reported. Pacific Seafood’s processing operations are back up to full speed (no loss of jobs) and temporary cold storage used are being brought in.

Paul attended the Coastal Caucus Economic Summit in Seaside on Wednesday and Thursday (as well as Paula, Carrie and Marshall). Thursday was a full day of sessions, breakouts, networking and conversations. Senators Wyden and Merkley were there in person, as were Representatives Hoyle and Bonamici.

Business Oregon announced the Opportunity Zone 2.0 census tracts on Thursday. Of four nominated in Lincoln County, two Lincoln City tracts were selected, but not the two Newport tracts (not sure why – Paul will follow up).

Our 2026 FailFest event will be on Thursday, November 12th at Primal Tones. This year’s event is funded by ROI grant dollars and a small grant from Georgia Pacific. We hope you can join the EDALC team for an evening of fun and celebration. Here’s our weekly team update:

    • Partner Support/Community Support
      • CWEDD – Paul met this week with the Ignite Economic Vitality Summit planning team to put the final touches on next Tuesday’s agenda. If interested in attending, here’s the EventBrite link: https://www.eventbrite.com/e/2026-cwedd-ignite-economic-vitality-summit-tickets-1993552726871
      • OCCC – Paul was honored to be part of the NWCCU 7-year accreditation visit, participating in the Board forum. On Wednesday morning, the NWCCU team issued their commendations (five in all) and recommendations (3 related recommendations) – all in all, it was a mic-drop moment for OCCC and a testament to that institution’s hard work over the last seven years.
  • Blue Economy/O2IH
      • O2IH – Stacie created a new blog post highlighting the PacWave South opening. The initial board meeting was held via Zoom and officers were selected, by-laws and conflict-of-interest adopted. Next step is IRS form 1023.
  • Economic Mobility
  • Final Co-Design Meeting – Using the input gathered from all the previous meetings, sprints, topic surveys, and asset mapping, Leslie compiled drafts of a survey summary, nine guiding principles, and an asset map spreadsheet for the co-design team’s last meeting on Tuesday night. The group shared their feedback on the documents, reflections on the process, and hopes for next steps. Allyson, Gia, and Leslie will add in their feedback to create the recommendations and guiding principles for the City of Newport’s next steps in building a Summer 2027 pilot program.
  • Entrepreneurship
  • Fail Fest 11/12 @ Primaltones – Stacie managed speakers/speaker materials, distributed more posters in Seal Rock and Aquarium Village, sent direct invitations from her personal social media, created an ad for the Lincoln Chronicle, added the event to the Newport Chamber biz blurb for the next two weeks, ordered speaker gifts, finalized the dessert order, updated the budget, posted the speaker lineup on social media w/speakers tagged, and used the team meeting to go over the program and assign roles/responsibilities for the event. Paul picked up stickers from Pacific Digital and collected speaker gifts from the post office. (ROI project)
  • Samaritan Center for Health Education Commercial Kitchen – Stacie created a project plan for the marketing plan design + launch  and shared with Amy Connor and Sarah. Next steps are pending a reply from Amy/clarity around what is needed to collaborate with the Samaritan marketing department. (ROI project)
  • ROI – Paul attended the ROI monthly peer meeting. This month, the ROI communities learned about the Oregon Department of Agriculture’s new Regional Food and Agricultural Business Centers (two in operation now, three more coming on line).
  • YEP – Sarah filmed another YEP interview and worked on editing the Artwork by Sophia interview.
  • Core Economic Development Services
  • Newport Facade Program – Sarah read the City of Newport’s City Center revitalization plan in preparation for next week’s Uptown meeting.
  • Oregon Prospector – Sarah updated Oregon Prospector listings and scheduled a meeting next week with Business Oregon’s industrial lands specialist on Oregon Prospector best practices and potential improvements to the site.
  • Community Connecting
  • RCBC at Oregon Resilience Summit – The Rural Community Builders Collective panel at last week’s sold out Oregon Resilience Summit received positive feedback from event organizers, fellow presenters, and attendees alike. Leslie made new connections, strengthened existing ones, and caught up with representatives from six of the ten RCBC organizations. The packed agenda included many inspiring stories and continued repetition of years of built trust and social capital (RCBC specialties) as necessary infrastructure for disaster preparation, emergency response, and resilient rural communities.
  • Organizational Management
  • Marketing & Communication – Stacie completed the Q3 media report, updated the media tracker, and managed social media, including posting a response to the Pacific Seafood fire on the bayfront. Sarah put together some employment and economic impact data on Pacific Seafood and the Newport fishing industry for an Oregonian journalist. Paul participated in a local leader’s response call on Monday morning (organized by Dave Price) to share information on the Pacific Seafood fire.
  • Admin – Stacie attended the OEN new member call and watched part of CORI’s sixth annual Small Towns, Big Ideas pitch event livestream.
