Lincoln County’s Enterprise Zone

Lincoln County’s enterprise zone offers an excellent opportunity for businesses growing or locating within the county. Enterprise zones exempt businesses from local property taxes on new investments for a specified amount of time.
The Lincoln County Enterprise zone is administered locally and covers regions in Lincoln City, Newport, Toledo and Waldport. The Executive Director of the EDALC serves as the local Zone Manager.

Urban Renewal Districts

Local Urban Renewal agencies and the districts they manage are an important tool for economic development in Lincoln County. Through tax increment financing, urban renewal districts can provide grants and other incentives to build infrastructure in support of community economic development activities.

Business Oregon

Business Oregon’s business and community development team focuses on proactive and substantive partnerships with the private sector, in partnership with local and regional economic development organizations. As the State of Oregon’s official economic development agency, they offer a number of programs including direct loans, loan guarantees and numerous tax incentive programs.

Lincoln City Economic Development Toolbox

Lincoln City has assembled a package of loan and grant instruments to encourage and incentivize economic development within the city’s five neighborhood districts.
The loan and grant opportunities make possible partnerships of public funding with private business and/or property owners, or local organizations involved in Economic Development activities who provide services to those within Lincoln City city limits.
